That looks like here! It's obviously a light pillar with a cloud or contrail crossing it. You can read something into it I'm sure. At least it's a sign of cold air.

I've seen similar, in fact, we saw the same phenomenon just last week.
It's pretty impressive, and generally only happens when it's very cold.
