Just from perusing North Korean past history, I think this may be happening right now.
1990's History repeating itself:

Quote:Remember, this was no warzone. This was not ancient history. This was North Korea in the 1990s, and the famine occurred not just because of heavy rains, but because of the total failure of the centrally-controlled government.

Quote:There was a memorable anecdote about how to cook weeds and grass in the book on North Korea, Nothing to Envy, by American journalist Barbara Demick.

The "recipe", if you can call it that, came from a doctor who worked at a hospital where there were no medicines, no bandages, no bedding and no IV drips, unless you brought your own bottles and rigged one up yourself.

How to make weed and/or grass soup by a North Korean doctor treating the starving:

Grind the weeds and grass down finely so that the vile, soupy broth would be half digestible.

Quote:North Korea's health care services and supplies are unable to meet basic needs, its infrastructure including water and heating systems need repair as education facilities are also "rapidly deteriorating", Jongsma said.

Quote:The country, however, is vulnerable to famine – one in the 1990s took the lives of hundreds of thousands of North Koreans – and it relies on foreign aid to feed its citizens

From historical accounts of WW2 starvation in Leningrad, the starving people first slaughtered all the animals, including dogs, cats and rats, then started luring children (starving, homeless children) for slaughter. damned.gif

I don't know - those could just be two isolated cases. I wonder if cannabilism was a factor during the 1990's starvation? Answer: It would seem so.

"The panic, Demick concludes, may have exceeded the actual threat. “It does not seem,” she writes, “that the practice was widespread.” But it does appear to have happened."
