Not to bust any bubbles but, if indeed it's several billion light-years away, the civilization that created it is probably long gone. Radio transmissions are quite primitive, and part of the Drake equation for ET existence stipulates that most species don't survive their own industrial revolution.
But there is a nice what if? factor.
Technologically advanced civilizations don't really impress me.
Moreover, if and when we should come in contact with some spiritually advanced civilization that require no tech to contact us, no ships to get here... then you've got my attention.
