It's better than that. EVERYONE who leaves a position that requires top secret clearance keeps it when they leave their position unless there was an abuse of it.

Rand Paul didn't meet with Trump and ask him to revoke Brennan's clearance. He met with him and talked to him about rescinding the clearance of everyone who has it but is no longer in their position and passing legislation ordering clearances be automatically rescinded whenever anyone leaves their position.

It is hard to believe that this wasn't done long ago.

People who need Security clearance only have it when they are in a position of active duty.
For example, a person who becomes sick or is injured and will be off duty for more than 3 weeks, will often have their security clearances suspended.
It's uncommon to allow people to keep it while not actively serving their country.

Even since I posted this, there has been a mass shooting involving Islam.
Canada really needs to reexamine it's immigration policy.
Unfortunately, it's an uphill battle with Libtards like the one seen here in Toronto.

In the military. The alphabets and government often keep their clearance. Especially the higher ranking officials.

The upper Echelons.
Lower ranks are always suspended for the purpose of National security and plausible deniability.
