Here's why for instance:

Wars are good for many, many, many things.

I'm no expert, but it sure looks like the Chinese POO need a decoy.

These guys:

aren't obediently protesting against Japanese evils - they're upset
about environmental issues at home.

This crowd:

is on about freedom of speech.
Listen to this guy:

I realize China is unbearably large, but something seems to be stirring.
Would probably turn out worse than '89, if left un-countermeasured.

So:
Don't look at that! Look at this!! An outside enemy!!!
Like a charm.

Guess same goes for slightly troubled Japanese upper political class.

Of course, I could be dead wrong, but that is what it looks like to me.
