While I don't agree with many aspects on the war on terror, I believe the problem that if terrorist had more resources and could increase the scope of their attacks to do some real harm is a threat that we don't take seriously enough.
For example if the terrorist wished to inflict mass causalities that could of gone into one of the countries where the Ebola outbreak happened, collected samples of the virus, infected several of their own volunteers/martyrs, and sent such people on missions to get to various populated centers and spread it to others. If they had some addition time and resources they might even been able to create different strains. While I know that terrorist would do something that is more dramatic and maybe less insidious as spreading plagues (which could come back to even their own people), if may not be entirely out of the scope of them trying something like this.
While I don't know what the exact outcome would be, I'm pretty sure it would have been worse then just trying to contain the people who where trying to flee that area but maybe didn't even know they had it already. I'm pretty sure someone at the DoD realized the potential of such a situation since it didn't take long before the US military stepped in to help contain and secure some of the areas suffering from the outbreak.
