Gravity is the ratio of densities of adjacent substances. Water is heavier-than-air. But aerosolized water particles, aka water vapor, are widely dispersed, so clouds and fog float when they become lighter-than-air . When their density changes and the particles gang closer together, they become heavier and sink (fall).
