I've never heard of soap hoarders. Hoarding in general is a strange compulsion.
I tend to keep things that might be useful, but I also regularly throw things away.
I also have a good number of pets, but not too many. Most are outdoor cats (5) that were feral or abandoned. I have two (abandoned) dogs that live with me the house. All these animals (except for the newest male cat) are spayed or neutered and get flea medication.

Funny you should mention soap saving (not hoarding) because I was searching for a container for the little soap pieces instead of throwing them away. I only buy natural handmade soap from the health store and they are somewhat expensive, so I like to form the little pieces into a new big piece.
