There is a similar plankton in the Indian River and Mosquito Lagoon Florida. I was told that the plankton in Florida was actually caused by the over abundant Manatees eating all the grass which caused a sharp decrease in small fish that would have eaten the plankton. Oddly, the plankton in Florida produces a saxitoxin which causes more grass to die and kills other marine life.

What politics from both sides wants to teach us is that things are never complex. The Indian River plankton turns blue. It has become a source of tourism. People give boat and kayak tours.
