NYC pushing organ harvesting

It might strike some as akin to vultures circling above a person dying in the desert, but a new special services unit will be monitoring 911 calls where a person appears to be on the verge of death.

When such a report comes in, two ambulances will be dispatched to the address in Manhattan, one rushing to the scene, the other lagging behind, on standby to harvest the patient’s kidneys in the event resuscitation efforts fail.

Known as the Organ Donation Unit, the second ambulance will be staffed by two EMTs, an emergency physician, and a family services specialist to deal with grieving and shocked family members.

Before the Organ Donation Unit’s medical staff is allowed on the scene, a New York City police detective will case the dwelling to make sure there's nothing about the death that merits a criminal investigation.

I wonder if they just go in when they get a call, harvest the organ and leave. Who owns it? Wouldn't the family? Maybe Oblahblah has a clause in the Un-ACA that says organs harvested are federal property.

Pasted from wikipedia.org/wiki/National_Organ_Transplant_Act_of_1984>
human kidneys in the price range of up to $10,000 plus a $2,000 to $5,000 commission
 Secretary of Health and Human Services will establish a Task Force on Organ Procurement and Transplantation to regulate how deceased donor organs are handled and who receives transplantations and the process one must go through
NOTA specifically states “it shall be unlawful for any person to knowingly acquire, receive, or otherwise transfer any human organ for valuable consideration for use in human transplantation if the transfer affects interstate commerce.” The penalty of breaking this law is a fine of $50,000 or up to five years in prison, or both

{only the system may decide where spare parts go}

Is the gov. a person? No, they govern, everyone and everything else is a subject. If they send a taxpayer funded team to an accident scene, harvest organs, and leave, who will know? Does the bereaved family inspect the corpse? No, nor are they allowed to. They only know the person died under traumatic circumstances.
