It's better than that. EVERYONE who leaves a position that requires top secret clearance keeps it when they leave their position unless there was an abuse of it.
Rand Paul didn't meet with Trump and ask him to revoke Brennan's clearance. He met with him and talked to him about rescinding the clearance of everyone who has it but is no longer in their position and passing legislation ordering clearances be automatically rescinded whenever anyone leaves their position.
