If he did that the states would have to follow up with legalization. There would be tremendous resistance from certain groups because of the $billions that would be lost.

Baum said he was working to reverse the proposed cuts.
"These drastic proposed cuts are frankly heartbreaking and, if carried out, would cause us to lose many good people who contribute greatly to ONDCP's mission and core activities," he wrote. "We hope to turn this around."

I assure you this will never happen, even though all of this should be States issues. If States legalized everything, put a tax on it the money taken in would be earth shattering.
The same amount of people are going to smoke crack if it's okay or illicit.
Someone like me who has never done it, is not going to try it because they are educated.
