Ok I found an article from May that sheds a little light on these shenanigans.

OSCE on evaluation visit to Finland
27.5.2013 10:09 | updated 27.5.2013 10:10

A four-man evaluation team will conduct a military inspection in Finland from Monday to Wednesday. The evaluation is part and parcel of membership in the Organisation for Security and Cooperation in Europe, the OSCE, which mandates member states to share information in military personnel, equipment and defence planning.

As a signatory to the Vienna Document, a cornerstone of the OSCE, Finland will open up its military operations to inspection by a visiting team from Belgium. The four-man group of officers includes one Canadian and one Hungarian and will be led by Lieutenant Colonel Peter van den Broeck.

According to the OSCE, the Vienna Document is one of the main instruments for confidence and security building among member states. These measures aim to increase trust, contribute to greater openness and transparency in military planning and activities and ultimately to reduce the risk of conflict.

Do we get to inspect Canada? 13.gif

I am sitting next to a stranger

he is on a laptop and his cell phone

Guess what he is doing

Nope , not that , phone sex has been replaced with
online live sex chat .

He is actually doing his finances

on the phone with one of the entities that his money is tied to .

He has a whine in his voice as he talks with each person he calls .

I am internally LOL at him .

I live on six dollars worth of products a day , literally .

his fuel bill to get here and back home is higher than that .

There is Military all around me

there is a Foreign Language student on the other side of me , training
to work for some government agency .

He gets more student money a day then I make in a week .

I am the only person here that is laughing out loud and
joking with the employees .

They all pay property tax here that pays for the Military that scares
the shït out of them to keep them paying higher tax rates each year .

I am in one of the highest property value area's in America .

People here drive Teslas and Ferrari's

and few of them show smile lines , but plenty grumpy lines
in their faces .

It's true ,,, Ghetto is even in Paradise lmao.gif

Treaty been in place since the 1990's.

Sweden inspects Poland, Belgium inspects Norway
and vice versa and so on.

Looks a whole lot like the (military) Open Skies Treaty.
