That is what I have read, tunneling machines.

But do tunneling machines make a high-pitched sound like that? I lived in W Va while the mines were operating (pre-Obama) and I've never heard a sound like that.

Maybe its air-brakes on a UFO...

UFOs brakes don't need metal rotors, maybe the brake pads use magnetism.

I rule out tunnelling machine because the people of the hood weren't notified by the City.

complaints have been coming in for over 6 years , From towns west to
east as it progresses from probably the Coast

that is all , tune in next month as it reaches the Portland area

Depends on what you are drilling through, coal is allot softer then granite. If I'm drilling through stainless steal my drill bit makes a higher pitch then if I'm drilling through just steal, maybe the drilling machines are binding up.

I agree with what you said, but I'm saying it's not drilling at all. With that much drilling there would be a whole lot of spoil dirt piled up somewhere. Plus, drilling (or boring) a tunnel requires a lot of surface support.

Rather than drilling, it sounds electrical to me. But I don't know what.
