A school that is regulated by the government of a region that has high academic standards, high teacher qualification standards and high testing standards...
But the realities of the situation within the schools is that the schools are a hell hole, where the students are just simply failing by ANY standard because they're not learning ANYTHING...
Because the schools are violent hell holes that the students (and the staff) are afraid of, located in ghetto slums with a
locally, nationally and internationally high murder rate.
Or, A school that is regulated by the government of a region that doesn't care at all about the kid's education, and most of the kids that graduate can't make it outside of the region..
But the kid has parents who know better and they heavily supplement the child's education that the government in the lacks..
And the behavior standards are very high, and assaulting the teacher and/or the other students comes with jail time, and lots and lots of it.
This gives the child the opportunity to learn in safety, and in spirit about learning, and doesn't develop chronic adolescent behavioral issues because the environment is so much better.
